本书旨在讲好中国故事，传播好中国声音，向国外宣传中国基层卫生实践与经验。与专著不同，本书作为外宣书，使用叙述性语言、故事性展示和案例性解读，偏向讲故事、讲案例。本书以《小故事 大事业——中国基层卫生发展回眸》一书中的故事为蓝本，通过对中国基层卫生工作历史和现状的梳理总结，提炼出能够从国际视角全面反映中国基层卫生工作的若干条主线——基层卫生网络、卫生人力资源、基本卫生制度、基层卫生服务等，通过讲故事、讲案例的形式讲述中国基层卫生实践。
