1951 年，中央人民政府全权代表与西藏地方政府全权代表真诚协商，签订了具有划时代意义的《中央人民政府和西藏地方政府关于和平解放西藏办法的协议》（简称《十七条协议》），将黑暗的旧西藏带入新纪元，在中国统一的多民族国家发展史上留下了浓墨重彩的一页。本书征引丰富史实和大量细节，生动讲述了这一划时代的历史事件及其进程，以凝练的语言充分说明，在中国这个由各民族共同缔造的统一的多民族国家中，各民族在长期历史发展中形成了相互依存、谁也离不开谁的关系，走共同发展、共同繁荣的道路，从来都是不可逆转的总趋势。

周爱明，湖南宁乡人，曾任中国西藏信息中心总编辑。先后毕业于湘潭大学、北京师范大学研究生院和中国社会科学院研究生院，文学博士，编审。1991年调入《中国西藏》杂志社，从事涉藏传播及研究35年，专攻西藏文史和藏族英雄史诗《格萨尔》。著有《图片西藏古今》《图说百年西藏》《西藏教育》《金钥匙？十七条协议》《藏族英雄史诗〈格萨尔〉唐卡》《中国青藏铁路》等专著及多篇论文。
